Eligible Users:U.S. Army & DoD The Software and Systems Engineering Services Next Generation (SSES NexGen) contract is a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. SSES NexGen supports the full life cycle of Software Engineering Center (SEC) projects to provide software and systems engineering, and technical services to enable the SEC to continue to provide essential support for assigned C4ISR Systems (weapons, logistics, and business systems), associated programming support environments, and other software technology initiatives, in order to improve the Army’s ability to provide quality software solutions within a "system of systems" environment for Warfighters operating in the Battlespace, while maintaining the highest levels of interoperability and maintainability for the way forward. DHS Technical, Acquisition and Business Support Services (TABSS) is a strategically-sourced, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle enabling the Department of Homeland Security (DHS) and its components to competitively procure a wide range of mission and operational support services — anywhere in the world. Issued and administered by the U.S. Coast Guard, SRA holds a TABSS contract under Domain 1 (Unrestricted Track). This Domain comprises 39 program management, engineering, and technical support service areas. Under this contract SRA and its team of 15 small and large business partners offer deep expertise and best-value solutions to effectively support DHS mission and operations.

Service-Disabled Veteran-Owned BusinessesThe Veterans Entrepreneurship and Small Business Development Act of 1999 (Public Law 106-50 Download Adobe Reader to read this link content) established an annual government-wide goal of not less than 3% of the total value of all prime contract and subcontract awards for participation by small business concerns owned and controlled by service-disabled veterans. On December 16, 2003, the Veterans Benefits Act of 2003 (Public Law 108-183 Download Adobe Reader to read this link content) was passed by Congress. Section 308 of the Act (Public Law 108-183) established a procurement program for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBC). This procurement program provides that federal contracting officers may restrict competition to SDVOSBCs and award a sole source or set-aside contract where certain criteria are met. The Small Business Administration has issued an interim final rule, establishing a Service-Disabled Veteran-Owned Small Business Concern Program. This program establishes the criteria to be used in federal contracting to determine service-disabled veteran status; business ownership and control requirements; guidelines for establishing sole source and set-aside procurement opportunities; and protest and appeal procedures for SDVOSBC procurements.
SBA 8a Certified
SBA 8(a) certification is granted by the government’s Small Business Administration (SBA) Business Development Program to minority and other disadvantaged small businesses. Companies that are SBA 8(a) certified, or who partner with SBA 8(a) businesses, receive special priority for federal contracts, as well as other advantages. Businesses with established SBA 8(a) certification are eligible for no-bid federal goods and services contracts worth up to $3 million, up to $5 million for manufacturing contracts.
